Job Title:                          Humanitarian Adviser – Emergency Directorate

 Reports to:                      Head of Emergency Operations

Location:                          Head Office in Dublin 2, Ireland

Salary:                               GB6 / €57,683 - €64,092

Terms:                               1-year full time fixed term contract, hybrid model (50% remote working) 

Requirements:               

This role is HO based with some overseas travel to countries that fall under the Emergency Directorate’s management. The post holder may also be required to deploy overseas for a total of up to 2 months a year, depending on the nature and scale of our humanitarian responses.

Role Purpose:                 

To be a focal point within the organisation for a number of the countries for which the Emergency Directorate has responsibility, liaising with all departments and directorates in relation to these. To be the main administration focal lead for our hostile Environment Course (HEC), organising and reviewing the HEC which are currently being conducted remotely and offered on an almost monthly basis. To support the Rapid Deployment Unit (RDU) function, maintaining the unit and ensuring that all RDU deployments are reviewed. To be the focal point and lead within the organisation for Sphere humanitarian standards, of which we are a member and liaising throughout the organisation on this

 

There is a second Humanitarian Adviser position within the team, and a number of responsibilities will be shared between the two advisers, including:

  • conducting desk top reviews and prepare humanitarian briefs
  • supporting the Annual Programme Progress Reports (APPR) process
  • carrying out staff inductions and planning/supporting Emergency Directorate led evaluations of our work
  • Support the organisation and delivery of Emergency Directorate led Humanitarian Training courses

 

 Responsibilities:

  • All staff are responsible for upholding and promoting Concern’s values, including our workplace equality, diversity and inclusion, and safeguarding values.
  • All staff are required to participate and contribute as necessary towards Concern’s emergency response as and when required.

Note: The responsibilities and duties within this role may be added to, adapted and/or modified in the future to ensure there is continued capacity to support the growing number of countries under the remit of the Emergency Directorate.

 

Programme Support

  • Assist and support Emergency Directorate managed countries in the design, planning, implementation, monitoring and evaluation of their responses, applying current good practice, involving other directorates and departments as appropriate.
  • Review and feedback on all project-related documents - i.e. concept notes, proposals and reports, both narrative and financial, assessments, evaluations, reviews, etc. – to ensure that these are all of a high standard and are consistent with organisational and donor requirements.
  • Advise and direct country management teams in the development of funding strategies for relevant Emergency Directorate countries.
  • Assist and support in the sourcing of funding for individual project proposals and ensure that Concern maximises funding opportunities for emergency responses.
  • Represent Concern to donors as required, and deal with their proposal and report related enquiries. Be familiar with and brief colleagues as needed in relation to donor strategy, guidelines, formats and processes.
  • Finalise donor proposals and reports, both financial and narrative, to the highest standards and consistent with donor requirements.
  • Ensure the accuracy of country budgets, budget revisions and reporting packs and ensure that they meet the needs, resources, and activities of Emergency Directorate countries.
  • Contribute towards staff training and organisational learning in Emergency Directorate countries through participation at and facilitation of country level workshops, as required.
  • Support and participate in the development and review of Emergency Directorate country-specific Strategic Plans.

 

Hostile Environment Courses (HEC)

  • Administration lead responsibility for the organisation of all aspects of the trainings, including liaison with the trainers, mobilisation of the participants and all logistical arrangements.
  • Attend all training courses under their responsibility to ensure that they run smoothly, to support the trainers and to contribute as needed on issues of Concern security policy and management practice.
  • Lead the review process that follows each course under their responsibility.
  • As requested, support other training courses, including the Security Risk Management (SRM) and humanitarian principles and practice workshops.
  • Depending on volume of courses, aspects of the HEC delivery can be shared with other personnel in the Emergency Directorate

 

Rapid Deployment Unit (RDU)

  • Support with the identification and recruitment of potential members of the RDU.
  • Ensure that all RDU members receive appropriate induction, training and mentoring.
  • Assist with identifying mentors and support them to understand their role.
  • Support RDU members with the preparation and organisation of their deployments.
  • Ensure that all deployments are reviewed and feedback provided to RDU members, their line mangers and CDs.

 

 

Evaluations

  • Support the planning and implementation of emergency response evaluations, ensuring that the reports and recommendations are disseminated to relevant stakeholders.
  • Share responsibility with other Humanitarian Adviser to prepare the emergency meta-evaluation which covers a five-year period and ensure a management response to recommendations is prepared and shared accordingly.

 

HR

  • Share responsibility with the other Humanitarian Adviser to assist the HR department in the recruitment, induction and debriefing of personnel for assigned countries.
  • Support aspects of organisational inductions related to the Emergency Directorate.
  • Liaise with the HR Department to ensure good practice in staff health and safety matters.

 

Emergency Directorate and Organisational

  • Be available to deploy at short notice to support emergency responses.
  • Support routine administrative functions that fall on the Emergency Directorate, including the preparation of regular directorate updates for circulation.
  • Digital Workplace lead within the Emergency Directorate including maintaining/updating the SharePoint site
  • Work with other directorates to identify and prepare suitable media briefs related to our emergency work and support related advocacy, communications and development education activities as they arise.
  • As requested, conduct desk top reviews and prepare briefs on countries of interest or on specific humanitarian themes.
  • Actively participate in working groups that develop policy and promote organisational learning, both internal and external to the organisation, utilising past experience as appropriate.
  • Share responsibility with the other Humanitarian Adviser for supporting the Annual Programme Progress Reports (APPR) process
  • Disseminate humanitarian standards, including Sphere.
  • Advance and pursue any new objectives or responsibilities that may be assigned by the Head of Emergency Operations or the Emergency Director.
  • Ensure that the organisation’s values and policy commitments, including accountability and equality, are reflected in assigned responsibilities and tasks.

 

Networking, Representation and information sharing

  • Represent Concern with the Sphere Network, sharing relevant updates and information.
  • Represent the Emergency Directorate to relevant institutes, universities, organisations, and donors in areas related to humanitarian action and emergency response.
  • Establish and maintain links with other organisations, institutions or professional groups in relation to humanitarian action and emergency response as they arise.

 

Role Holder Requirements:

  • A minimum of three years’ experience in an NGO or similar organisation based in a humanitarian emergency field context.
  • Educated to degree level, ideally in a discipline that is commonly found in a humanitarian emergency context.
  • Excellent understanding of Humanitarian and emergency issues.
  • Excellent interpersonal and organisational skills.
  • Good financial ability and understanding.
  • Experience of working in insecure environments.
  • Willing to travel as required to new and existing countries of operation.
  • Experience in a similar role with a mix of overseas work and head office support.
  • Experience and knowledge of the requirements of donors who fund Concern’s emergency response.
  • Working proficiency in French
  • Knowledge of good security policy and practice.
