Role Purpose:
The primary purpose of the Programme Quality and Development Coordinator (PQDC) is to oversee and support high quality programme design and implementation through the active application of organizational and country learning and the incorporation of core cross cutting issues. The PQDC leads on donor proposal development and report, oversees research products dissemination, liaises with external consultants and Dublin technical experts, acts as the focal person for internal and external communications, and supervises the identification and ongoing support of strategic partnerships. The PQDC reports to the Programme Director and coordinates the Programme Quality and Programme Development teams with line management of Communications Officer, M&E Coordinator, FCRM Coordinator and Partnership Coordinator. The PQDC will be expected to work closely with the Area Coordinator, in country Technical Advisors, Programme Managers and Coordinators, Dublin Technical Advisors and Desk Officer on the development and review of programmes.
Responsibilities
Programme Development
- Lead on proposal development, preparing coordinated plans that follow a strong programme logic, include all departments, and are in line with the country programme strategy (CSP)
- Participate in preparing complete, accurate and realistic budgets for donor proposals and as part of Concern’s internal budget procedures, ensuring that all MEAL, FCRM, mainstreaming and programme quality initiatives are fully and accurately costed and included in budgets, liaising with Programme Managers as appropriate.
- Ensure up to date contextual information is available during the development of new programmes
- Ensure that core Concern polices including Concern’s “How Concern Understands Extreme Poverty” (HCUEP) are understood by all staff and are implemented at all levels, both in the programmes and internally
Programme Quality & Monitoring, Evaluation, Accountability and Learning
- Ensure programme quality throughout the full programme cycle, strengthening systems for proposal development, programme implementation, monitoring and evaluation and
- Ensure the allocated budget for programme quality is utilised effectively and any necessary adjustments are requested in a timely manner
- Support the coordination and strengthening of programme-level MEAL activities by the MEAL team with the strategic and tool development for the department (indicator comparison tracking table, standard operation procedures for targeting, training modules, dashboards)
- Oversee that MEAL staff have a good understanding of their roles; data analysis is timely and meaningful including through the result-based MEAL system that measures programme progress against objectives.
- Ensure all aspects of the programme activities adhere to programme quality standards and policies (PM&E, accountability and mainstreaming), adhere to Concern’s internal systems, procedure and to the Core Humanitarian Standard’s commitment in a coherent and integrated manner
- Ensure that agreed reports and other information are communicated in a timely and relevant manner to various stakeholders including the dissemination of technical advisors visit learnings.
- Actively promote meaningful community participation and consultation at all stages of the project cycle (planning, implementation, MEAL)
- Work with relevant colleagues to ensure that information about CHS, FCRM, safeguarding and required staff behaviour is disseminated among programme participants and communities
- Ensure the highest stands of accountability by ensuring good communication and information sharing within and outside the programme and enabling staff, beneficiary and other stakeholder participation at all stages of the project
- FCRM: Oversee the implementation of a robust, functional and accessible feedback and complaints response mechanism, supervise the coordination and strengthening of FCRM activities on the programme level and support the definition of the FCRM strategy for each programme.
Oversee the Partnership & Localization
- Support the Partnerships Coordinator in the mapping of strategic partners, implementation, review and evaluation of partnerships
- Coordinate and review the capacity assessment of Concern's partners (due diligence)
- Support programme and department managers in integrating partnership principles into their professional practice
- Coordinate and review partnership agreements and annexes
- Ensure that capacity building and sharing and support to partners is carried out in accordance with the needs of the partners
- Monitor and evaluate the quality of partnership relations with local/national NGOs and platforms, and promote equitable partnership relations
- Ensure that localisation approach is effectively implemented within the programme
- Promote innovative thinking and approaches to strengthen localisation in our programmes
Communications, Advocacy
- Promote a culture of shared learning across all programme locations and with colleagues in the region including organising quarterly programme meetings.
- Oversee implementation of the Concern DRC Communication and Advocacy Strategy
- Support programme staff in the production of human success stories, case studies and other communication materials to illustrate key outcomes and impact of programme interventions for annual and donor
- Contribute to the design, redaction, organization of communications and advocacy events as needed
- Represent Concern in national and - where appropriate - technical working groups, cluster meetings
- Prepare for and oversee any research activity conducted by the country programme, both directly and through consultants and ensure research outcomes are clearly documented and disseminated
People Management
- Manage the MEAL Coordinator, the FCRM Coordinator, and the Partnership Coordinator contributing to their capacity building and career development through technical support and on-the-job training and coaching, including a thorough induction at the start of their contract.
- Ensure that staff aware of and comply with all of Concern’s policies and procedures
- Monitor and review performance of staff and hold them accountable for meeting their success criteria.
- Provide needs-based training for Concern staff and partners on PCMS and PM&E tools that will enable the teams to implement the PM&E plan effectively. Expose staff to a range of PM&E methodologies for the collection of both qualitative and quantitative data
Overseeing Grants
- Liaise with the Area Coordinators and Managers and complete internal, HQ and donor reports as
- Oversee that high quality internal and external reports are prepared with input from all departments/teams
- Promote donor compliance, ensuring that programme managers understand and adhere to donor regulations as stipulated in donor contracts and the proper filing of grant documents for donor and other audit needs.
Other
- Actively participate in collective exercises such as the implementation of the Country Strategic Plan and other Concern initiatives.
- Comply with all of Concern’s policies and procedures (P4, Safeguarding, finance, logistics, HR, security management etc.).
- Actively participate in any emergency response if called upon to do so (within the existing programme area or in a new one).
- Undertake other related duties as may reasonably be assigned by the line manager
Role Holder Requirements:
Essential
- Five years relevant field-based experience in the development/ humanitarian sector
- Fluent English and French – written and spoken
- Demonstrated experience of proposal development for INGOs
- Relevant graduate degree (economics, agriculture, development or equivalent)
- Demonstrated experience in all stages of the PCMS (Programme Cycle Management Systems): assessments, programme development, including the logical framework approach
- Willingness to travel to rural areas up to 50% of the time between programme locations
- People management, experience in staff capacity development and management
- Demonstrated experience of working with national/local partners
- Demonstrated experience of working with rural communities
- Knowledge of mainstreaming Equality (especially Gender and Disability) and Protection
- Ability to work independently and under own initiative, under pressure to meet strict deadlines
- Good networking skills, interpersonal communication, presentation and motivational skills
- Excellent organisational skills and problem-solving ability
- Cross cultural awareness and
