Role Purpose:                    Concern has been present in Chad since 2007 and, after an initial response to the refugee crisis in the east, has developed a strong presence in the country over the last decade, renowned for the quality of its programmes. Concern is widely recognised in Chad as one of the leading actors in resilience programmes and triple Nexus approaches and is one of the few organisations with a long-term programme to address the root causes of vulnerability.

Concern operates in the provinces of Sila, Ouaddai, Wadi Fira and Lac. As a member of the Country Management Team (CMT), you will lead the development and management of the entire country programme, ensuring an integrated multi-sectoral approach in a development and emergency context. 

Reporting to the CD, you will have specific responsibility for coordinating and managing the implementation of Concern's programme in Chad in accordance with relevant policies and the country strategy plan (CSP).

Responsibilities:

  • All staff are required to participate and contribute as necessary towards Concern’s emergency response as and when required.

Role Holder Requirements:

Role of senior management

  • Participate in the development, updating and implementation of Concern Chad's CSP and other strategic frameworks (Preparedness for Effective Emergency Response (PEER), Security Management Plan (SMP), Country Programme Strategy, Country Sector Strategies, Equality & Inclusion Strategy, Funding Strategy, etc.).
  • Coordinate the organisation of biannual interdepartmental review workshops and the recommendation follow-up mechanism.
  • Participate regularly in SMT and Country Management Team (CMT) meetings/discussions and actively participate in and contribute to the decision-making process.

Programme development and implementation

  • Proactively identify and secure diversified funding for Concern's portfolio in Chad, ensuring the organisation's ability to respond quickly to emergencies in the most affected areas while developing early recovery, resilience and sustainable services for local communities and systems.
  • Lead programme development by ensuring the participatory development of high-quality project concept notes, proposals and associated budgets, ensuring adherence to all relevant Concern global policies and procedures.
  • Provide technical and managerial support to the PDQC, Grants Coordinator, Compliance Officer, National Supervising Engineer and Education Advisor to ensure effective implementation and monitoring of programme grants and activities.
  • Ensure, in collaboration with the PDQC, the development and implementation of an effective and efficient multi-sectoral monitoring, evaluation and learning (MEAL) system, ensuring timely data analysis and use of learning, documentation of the impact of Concern projects at local and national levels, and consideration of the achievement of programme goals and objectives.
  • Ensure, in collaboration with the Grants, Compliance & Communication Coordinator, alignment between programmatic priorities, compliance requirements and external communication, ensuring the quality of proposals and reports, the dissemination of evidence-based messages and the positioning of the organisation with donors, authorities and coordination mechanisms.
  • Ensure comprehensive and participatory programme planning and high-quality programme implementation that includes programme participants, staff, partners and other stakeholders, as appropriate.
  • Ensure that new projects are launched with appropriate staff training/induction and that the required programme planning activities have been completed (recruitment schedule, procurement plan, etc.).
  • Work closely with other CMT members to ensure that all project closures are carried out in accordance with all relevant donor requirements.

Financial Resource Management and Operations

  • Responsible for programme delivery within budget. Work with the CFC and programme budget holders to ensure close monitoring and appropriate management of relevant budgets and expenditures.
  • Ensure that annual programme budgets (and budget revisions) are complete, realistic and in line with relevant Concern and donor requirements.
  • Ensure that project proposal budgets are complete, realistic and in line with relevant Concern and donor requirements.
  • Ensure that programme procurement plans are up to date and support their analysis at country level.
  • Collaborate with the Operations Department to ensure the operational translation of programme requirements, including contributing to tendering processes and technical validations.

Management and human resources

  • Provide line management to the PQDC, Grants, Compliance & Communication Coordinator, National Supervising Engineer, National Pharmacist and Education Advisor, supporting their professional development, autonomy and career progression.
  • Provide technical programme support to Zone Coordinators, Programme Coordinators and Programme Managers.
  • Contribute to the structural strengthening of the Programme Department by defining team organisation, relevant job profiles and technical skills requirements in line with the strategic priorities of the country programme.
  • Actively support the gradual nationalisation of programme management positions, through talent identification, succession planning, mentoring and the transfer of responsibilities.
  • Ensure the quality of HR processes within the Programme Department, including defining and updating job descriptions, setting SMART objectives aligned with the country strategy and clarifying performance expectations.
  • Oversee the performance management of programme teams, ensure regular monitoring, provide constructive feedback and take appropriate action in cases of underperformance, in coordination with Human Resources.
  • Identify gaps in technical and managerial skills and develop, with the HR department, capacity building, training and coaching plans tailored to teams and partners.
  • Promote a culture of leadership, continuous learning and accountability within the Programme Department, encouraging initiative, quality and accountability.

External representation and strategic positioning

  • Develop and maintain a strategic network of relationships with donors, United Nations agencies, authorities, national and international NGOs, technical institutions and development actors to strengthen Concern's positioning and influence in Chad.
  • Proactively identify key partners and opportunities for collaboration (technical, operational and institutional) and promote strategic alliances that can improve the impact, coverage and sustainability of programmes.
  • Ensure active and visible participation in humanitarian and development coordination mechanisms at the operational and strategic levels (sectoral groups, coordination platforms, NGO forums, donor mechanisms) and help guide sectoral priorities where relevant.
  • Maintain regular dialogue with donors and strategic partners to understand their orientations, anticipate funding opportunities and position the organisation on emerging priorities.
  • Contribute to institutional advocacy by producing and disseminating evidence-based programmatic messages highlighting humanitarian needs, sustainable solutions and localisation approaches, to inform the decision-making of donors, authorities and coordination platforms.
  • Support the Country Director in preparing and conducting high-level visits, missions and meetings with donors, authorities and strategic partners.
  • Represent the organisation externally, as delegated by the Country Director.

Partnership

  • Define the strategic direction of partnerships with national organisations and ensure the overall coordination of the partnership mechanism, supervising the Grants Coordinator and the Partnerships function, to guarantee programmatic coherence, the quality of interventions and progress towards sustainable and balanced collaboration.
  • Ensure arbitration and decision-making on the choice of partners, collaboration modalities and levels of support, based on capacity analyses, performance evaluations and programme priorities.
  • Ensure the effective integration of partners in programme design, resource mobilisation and organisational learning processes, while delegating operational and contractual monitoring to the Grants and Partnerships functions.
  • Promote a structured localisation approach, including the gradual transfer of responsibilities, participation in coordination mechanisms and the strengthening of partner leadership in humanitarian response and recovery actions.

Quality, accountability, protection and compliance

  • Ensure the integration and compliance with humanitarian quality standards, particularly the CHS, in programme design, implementation and monitoring.
  • Ensure that accountability mechanisms for affected populations are operational, accessible and understood by teams and communities, including the feedback, complaints and response mechanism (FCRM), and that complaints are handled appropriately, confidentially and in a timely manner.
  • Promote the mainstreaming of protection, gender, inclusion and ‘do no harm’ in programme activities and organisational practices.
  • Ensure that clear information is disseminated to programme participants about Concern's commitments, their rights and reporting procedures, and encourage their participation in the various stages of the project cycle.
  • Ensure compliance with relevant organisational policies and procedures (programmes, finance, logistics, safeguarding and protection) and collaborate with relevant departments to identify and manage programme risks.
  • Contribute, where necessary, to security management and planning in conjunction with the Country Management and Security Team, ensuring that programme implementation is compatible with the security framework.
  • Assume any other responsibilities reasonably assigned by the Country Director.

Requirements for the position:

  • Minimum 4-year degree in relevant fields of humanitarian aid, development, social sciences, international project management, or other related professional fields.
  • At least 7 years of experience abroad with an NGO with a focus on programming and 2-3 years at a management level (intermediate or senior) in a complex and unsafe emergency context.
  • Experience with donors, including but not limited to the EU, ECHO, AFD, FCDO, Irish Aid, German Cooperation, BHA, SDC, SRF, CBPF.
  • Excellent communication and writing skills in French.
  • Fluent written and spoken English.
  • Experience leading and managing a diverse team of senior managers, including international staff. Proven management skills, including the ability to motivate and develop the skills of others.
  • Experience integrating accountability, equality, conflict, protection, climate/environment and DRR into programmes and ensuring accountability to programme participants, staff, partners and other stakeholders.
  • Knowledge of MEAL processes, ensuring programme quality and documentation of learning and impact.
  • Knowledge of rights-based approaches, equality issues and advocacy skills. Strong understanding of and commitment to promoting gender equality.
  • Excellent organisational and planning skills. Strong problem-solving and analytical skills.
  • Excellent written and oral communication and team building skills.
  • Proficiency in Microsoft Office and grant management, financial management and human resources management software.
  • Willingness to travel frequently to rural areas and spend periods away from N'Djamena.
