Job Title: Programme Coordinator, Safe and Dignified Transitions (SaDiT)

Job Location: Nyamlell, Northern Bahr-el-Ghazal, South Sudan                   

Job Type: Fixed Term, unaccompanied

Reports to: Programme Director. You will report to the Programme Director. You will line manage the Project Officers and Protection Specialist. You will coordinate and work closely with Concern’s Northern Bahr-el-Ghazal Area Coordinator, Health Coordinator, Nutrition Coordinator, MEAL Manager, Operations Director, Country Financial Controller, Grants and Information Manager, Partner Organization and technical advisors.

 

About the role: SUBJECT TO FUNDING; This is a 12-month, new role with unaccompanied terms based in Nyamlell, Northern Bahr-el-Ghazal with a salary of Grade 4 (€45,457 to €50,509).

Your purpose:

Concern Worldwide seeks a Programme Coordinator for a new project “Safe and Dignified Transitions (SaDiT)” funded by the Bureau of Population, Refugees, and Migration (BPRM). The BPRM programme seeks to contribute to decreased morbidity and mortality and improved dignity for refugees, returnees, and host communities in South Sudan affected by the war in Sudan. Concern will achieve this by providing access to gender sensitive health and nutrition services, including comprehensive sexual and reproductive healthcare, and by providing access to protection services in Western Bahr-el-Ghazal and Northern Bahr-el-Ghazal. This programme will respond to needs at both entry points and during transit, to ensure refugees and returnees of the Sudan crisis, as well as host communities, have access to health, nutrition, and protection services throughout displacement. Concern has partnered with a national NGO for the duration of the programme. The Programme Coordinator for Concern will oversee the entirety of the programme, including activities in Northern Bahr-el-Ghazal and Western Bahr-el-Ghazal States.

The role requires regular travel to different programme locations in the country.

In this role you will:

 

Programme Management

  • Provide effective and efficient management of the project implementation in line with the project proposal and donor requirements and ensure timely production and submission of project reports and budget revisions
  • Promote and ensure appropriate participation and equitable access of participants and communities through appropriate mechanisms
  • Participate in conducting joint assessments and planning responses together with other teams and follow up on the recommendations and assist in the development of funding proposals as relevant to support the programme in South Sudan
  • Support the technical teams, whilst coordinating with technical advisors, in implementing health, protection, and nutrition activities
  • Where possible, ensure that adaptive programming is implemented when required through monitoring, listening and responding to needs that arise

Coordination and Leadership:

  • Ensure strong leadership, coordination and communication with the national partner
  • Share information on Concern’s activities with coordination structures and technical coordinators
  • Support the development of strategies and plans that contribute to raising the profile of Concern as a leading organization in health and nutrition and in both states
  • Participate in donor calls and meetings, and prepare appropriate material to present programme updates
  • In coordination with the Area Coordinator and Technical Coordinators, ensure strong coordination and communication with relevant County and State Authorities
  • Champion safeguarding in the SaDiT programme and ensure principles are firmly understood and prioritized by Concern, partner and CHD staff

Monitoring and Evaluation/Accountability:

  • Work closely with field teams to develop clear monitoring frameworks for the programme in collaboration with the M&E Team and Programme Director
  • Maintain an effective monitoring and planning system, which informs reporting and project design
  • Identify and document programme learnings and success cases and disseminate learning
  • Ensure effective implementation of the M&E plan, ensuring accurate information is collected, analysed and used through Results Based Management
  • Working with the support of the Programme Director, ensure the Core Humanitarian Standards (CHS) of accountability benchmarks are understood by team members and appropriately incorporated into programme activities
  • Participate in the implementation of the Feedback Complaints Response Mechanism (FCRM) and ensure that programme information is clearly communicated to communities

Financial Management:

  • Work closely with the Programme Director and Country Financial Controller to produce timely and accurate budgets, forecasts and budget revisions for the progamme
  • Manage and monitor the programme budget and ensure expenditure is in line within agreed projections
  • Ensure that programme expenditure takes place in line with donor and Concern policies and procedures, and that resources are used efficiently and effectively

Staff Management and Development:

  • Foster a safe and positive work environment
  • Manage the programme team, with emphasis on programme quality, efficiency, and budget management
  • Build team members knowledge and understanding of donor and Concern compliance rules and regulations
  • Participate in the recruitment of the programme team staff
  • Establish clear performance objectives for each of the reporting staff and conduct formal Performance and Development Reviews (PDRs)
  • Build the capacity of team members on project management and relevant technical skills

Other:

  • Ensure team members are aware of Concern’s policies and procedures, and with the support of others, carry out regular briefings on these policies, including the P4, security management, accountability, anti-fraud etc. Contribute to the implementation of these policies.
  • Together with other project teams members, ensure inequality and risk and vulnerability are analysed, mitigated against and responded to during the overall planning, implementation and management of the programme
  • Work in a collaborative and proactive manner with the Programme Director, partner NGO, and other departments within Concern

Requirements and Preferred Qualifications:

  • At least 5 years of experience in implementing multi sectoral programmes in a complex emergency context, with proven experience in all cycles of the programme cycle
  • Practical experience in managing projects in one of the technical areas – nutrition, health or protection
  • Experience working on programmes funded by BPRM
  • Proven experience managing partners
  • A proven record of effective team and people management
  • Strong budget management skills
  • Sensitivity to cultural differences, and the ability to work in a wide variety of cultural contexts.
  • Excellent teamwork skills and the ability to build good relations both internally and externally.
  • Experience of building capacity of internal staff
  • Proven financial management skills
  • Good team player, flexible and capable of working with a multinational country team,
    politically and culturally sensitive.
  • Ability to cope with stress and live in a remote environment
  • Facilitation and interpersonal skills
  • Strong analytical and problem-solving skills
  • Experience in donor reports and communications
  • Ability to organize and prioritize workload
  • Sound IT skills, including Word and Excel
  • Excellent spoken and written English
  • Commitment to Concern’s ethos and values

Desirable:

  • Familiarity with logistics, HR, finance, and administrative processes
  • Understanding and experience of mainstreaming issues of gender equity and inclusion into programme planning and implementation
  • Proven influencing and negotiating skills with internal and external audiences
