About the role: This is a 12-month replacement role with unaccompanied terms based in Kouango, Ouaka préfecture, CAR, with a salary of Grade 3 €41,108 – €45,676 per annum plus benefits. The funding of this position is still pending on the donor’s decision to fund the programme

You will report to the Area Coordinator and you will line manage a team of up to 20 staff. You shall work closely with all Programme Managers, the Programme Director, the Programme Support Officer, the Country Finance Controller and the Operations Director.

Your purpose: Under the supervision of the South-East Zone Coordinator , the Nutritional Resilience Programme Manager will be responsible for the implementation of said programme in Ouaka in accordance with the project proposal approved by the donor and Concern Worldwide's policies and procedures.

The aim of this position is to ensure the effective planning and implementation of the project so that the activities implemented are in line with the programme's objectives and achieve the results expected by the donor.

In addition, the Programme Manager could take part in surveys and assessments of the population's needs in the areas of nutrition and food security in order to design and develop new projects in line with potential funding opportunities.

The specific responsibilities of this position include (but are not limited to):

Planification of the implementation of the nutrition project
Management and supervision of the implementation of nutrition and food security activities
Budget management
Monitoring, evaluation and reporting
Management and supervision of the programme team

You will be responsible for:

Overall programme implementation

The Nutritional Resilience Programme Manager is responsible for planning and coordinating the implementation of all programme activities:

In collaboration with the Area Coordinator, to draw up annual, monthly and weekly plans for the project's activities, ensuring that the plans enable the results set out in the donor-approved programme to be achieved, while taking account of the region's logistical constraints and complying with security regulations.
Participate in the preparation of the procurement plan in accordance with Concern and/or donor procedures.
Ensure coordination with the consortium partner through excellent communication, regular documented meetings, technical support and joint capitalisation initiatives, with the support of the Bangui programme team.

Supervision of nutrition and food security activities

The Nutritional Resilience Programme Manager is responsible for the effective implementation of nutrition and food security activities and their technical quality. They must ensure that these activities have a real impact in the participating communities and that they are delivered in accordance with Concern Worldwide's project proposals and internal policies.

Supervising and coordinating the implementation of project activities, ensuring that they are in line with established plans.
Ensure that the activities implemented comply with Concern's approaches and standards in terms of nutrition and food security as well as international best practice. This includes clear SOPs for each activity.
Ensure that activities are implemented in a way that encourages community participation and that communities, administrative authorities and traditional leaders are heavily involved in the projects.
Coordinate with other organisations working in the region to avoid duplication
In collaboration with the Area Coordinator, develop communication tools (communication plan; newsletter, etc.) and SOPs (Standard Operating Procedures) for activities with a security risk (e.g. cash distribution; targeting of beneficiaries, etc.) to ensure high-quality communication and minimise security risks.

Budget management

As the person responsible for the budget for the project's activities, the Nutritional Resilience Programme Manager will ensure that expenditure is made in accordance with the budget approved by the donors and with Concern's procedures.

Propose and prepare budget revisions internally or with the donor
Develop an expenditure plan that corresponds to the amounts allocated in the donor budgets and develop a monthly cash flow based on this plan.
Analysing the Monthly Accounts (Management account) and financial reports in order to provide feedback to the finance team
Ensure that all purchase requests made on the programme have the amount allocated in the donor budget.
In collaboration with the logistics team, to monitor purchases and ensure that they comply with Concern's procedures.

Monitoring, Evaluation and Reporting

The Nutritional Resilience Programme Manager is responsible for the results of the activities implemented and their impact on the target communities. Working closely with the Monitoring and Evaluation team, they will be responsible for monitoring the results of the activities and ensuring that they are properly documented. To this end, they will :

Manage the programme in accordance with the results frameworks, logical frameworks and M&E plans drawn up in advance.
To ensure that programme team members are aware of and understand the M&E plan so that they participate in the effective collection and analysis of technical data and that the information generated is of high quality and meets the requirements of the M&E plan.
Ensure that information on programme activities and beneficiaries is regularly and accurately captured, recorded and analysed in accordance with the M&E plan.
Working closely with the Monitoring & Evaluation Officer, participate in the targeting of beneficiaries by establishing the targeting criteria together, supervising the targeting process and informing the Area Coordinator in good time of any problems detected.
Participate in programme surveys and evaluations by assisting the M&E Officer in the preparation of questionnaires and the collection and analysis of data, and by providing feedback on survey and evaluation reports.
Ensuring that the donor narrative reports are written in accordance with the donor's requirements and submitted to the Area Co-ordinator within the allotted time according to a pre-established schedule.
Ensuring that internal reports (monthly and annual reports) are drawn up in accordance with the organisation's requirements, and submitted to the Area Coordinator within the allotted time according to a pre-established schedule.

Management of the programme team

The Nutritional Resilience Programme Manager will manage the project's team, creating an environment conducive to the efficient and professional implementation of the programme's activities. He/she will have to manage 3 staff under direct supervision (Assistant PM Food Security, Assistant PM Nutrition, WASH Officer, Gender/Protection Officer) and 15 under indirect supervision (3 field agronomists and 6 behaviour change assistants, 2 Gender/Protection assistants, 4 PH Assistants). To this end, they will :

To recruit, manage and support members of the programme team, ensuring that the reporting structure within the team is clearly established and that job descriptions are up to date for each staff member.
Supporting the two PM Assistants in organising the work of the food security and nutrition team, ensuring that the work of the team is planned and organised in such a way that the programme achieves its objectives effectively, ensuring that team members have appropriate workloads and work efficiently.
Ensure that all programme staff are managed in accordance with Concern's internal policies and procedures and that team members understand and are committed to the organisation's values, mission, vision and strategic objectives.
Monitoring the work and compliance with objectives of team members by conducting performance reviews (PDRs) and giving appropriate feedback.
Providing ongoing training for the team and strengthening their technical capabilities, as well as in project management, coordination, etc.

Other duties

In addition to the responsibilities and tasks mentioned above, the selected candidate will be required to:

Contribute to the development of new projects and programmes for Concern CAR
Contribute as much as possible to the pursuit and promotion of accountability, including Concern's commitments to the CHS (Core Humanitarian Standard of Quality and Accountability).
Adhere fully to the commitments and regulations set out in the Code of Conduct and related protection policies, including respect for confidentiality.
Report any breach of the Code of Conduct and related protection policies to the appropriate line manager. This is everyone's duty.
Maintain the confidentiality of all information acquired while carrying out his duties and responsibilities, either from colleagues or concerning any other activity carried out by Concern in general, which has not yet been made public by the Management.
Carrying out additional tasks outside these responsibilities for various reasons and as required (urgent need, vacancy, etc.) as defined by the Area Coordinator or Programme Director.

Your skills and experience will include:

Essential:

Master's degree in nutrition/health or agriculture/agronomy ;
At least 4 years' experience in the field of nutrition or food security, including at least 2 years' experience at project manager level
Previous humanitarian experience in NGOs is essential
Be prepared to work with minimum supervision, under pressure and in low-security areas.
Proven IT skills (MS Word, Excel, etc.).
Good writing skills in French .
Flexibility and the ability to work as part of a team in a multicultural environment.
Experience in budget management
Experience in team management
